Mandate M 555 – use of flammable refrigerants (GEN-982.00)

First interim report available

GEN-982.00. At the end of 2017, the European Commission issued a standardisation request with the objective to have a European standardisation deliverable on the use of flammable refrigerants, in particular those classified as A3, in refrigeration, air conditioning and heat pump equipment by November 2020/February 2021.

Mandate M 555

CEN TC 182 and CENELEC (CLC) TC 61 were asked to address the standardisation request that resulted in Mandate M 555. It has resulted in the creation of working group CEN TC 182 WG 12 that can count on the participation of experts nominated by CLC/TC 61. To deal with the mandate, six Ad Hoc Groups have been set up, of which five are according to the segmentation of the market:

AHG 1 Risk analysis – rapporteur Mathias Meiler (BE-CEN)
AHG 2 Commercial refrigeration – rapporteur Fabio Sinatra (IT-CLC)
AHG 3 Transport refrigeration – rapporteur Holger König (DE-CEN)
AHG 4 Industrial refrigeration – rapporteur Andy Pearson (GB-CEN)
AHG 5 Air conditioners and heat pumps – rapporteur Daniel Colbourne (GB – CLC)
AHG 6 Chillers – rapporteur Michael Schaumloeffel (DE – CLC)

The work programme indicates that the final report will become available by 15 February 2021.

First interim report
This report contains ten pages and besides a structure for the report, it contains the initial review for the five market segments. The report is expected to evolve. Some of the noted elements are:

Commercial refrigeration: investigate increase of charge limits, targeting safe designs that can be certified versus standards Industrial refrigeration: review current charge calculations that are deemed not optimal Air conditioning and heat pumps: appeal to adopt IEC 60335-2-40 Chillers: assessment of national fire regulations (this is not mentioned for the other segments) Possible role of economic operators to support market surveillance reduced

The second report should appear at the end of 2019.

Recommended Actions
Members dealing with flammable refrigerants are recommended to read the interim report. If they are directly concerned, they should apply, via the National Standardisation Body, to become a member of CEN TC 182 WG 12 and /or CENELEC CLC TC 61.
